You can get this quest by talking to Hitomi Amasawa after finishing the quest Where's Hitomi?.
Hitomi asks you to get some crystal samples from the cavern system below. To help with this task she also gives you a 
Jet Pack and the 
Jet Pack Script.

Go (fly) down to the cave entrance and gather some crystals. If you have followers, they will help, too (and make the same comments as if they were collecting herbs). Once you have enough, go back to Hitomi to finish the quest. You can ask her if she is ready to head Back to camp, starting the next mission.
