The NPC is doing some research on the biomes of the continent and asks you to take him/her to the Grasslands biome.

Go to the marked location, the NPC will follow you (this is a follow/defend quest, so you won't be able to get it if some other NPC is already following you). Once you get there, the quest will be complete, and you will be able to recruit this NPC from now on.
