Agnes wants you to go into the lake and lure out the fish. She gives you 5 
Fishing Lures and a 
Scuba Mask (M) or 
Scuba Mask (F).

Equip the Scuba Mask, you can remain underwater much longer this way. The quest will be finished the moment you place the Fishing Lure in the marked area, and Part 3 of the mission will begin.
