You can get this quest by talking to Ataro Baatar after finishing the quest Ask Ataro.
Ataro asks you to go on an expedition to the north and look for survivors.

The points are numbered from west to east. The order in which you visit them does not matter.
Point 1
At the westernmost point you will witness (and if you're not careful, be caught up in) a battle between Paja and Puja, the two groups of natives, who apparently have a war going on. Once you get close enough to the marked location, this task will be complete, and you could go on to point 2, but why let all the loot go to waste? Look for a good spot and set up a defensive perimeter not far from the battlefield. Use 
Laser Cannon and 
Particle Cannon turrets placed on taller columns (12-15 units high) to minimize damage. The melee warriors of the Puja hit quite hard, and might destroy a turret or two if you don't build them out of their weapons' reach. If you put the turrets high enough, only the ranged Pajans will be able to hit them. Once they're all dead, collect the 
Bullets and more importantly the 
Native Flatbread and 
Native Salad they have dropped, then dismantle the turrets and the columns.
Point 2
At point 2 you will find Wiles Camp with 4 NPCs who will greet you. Three of them have stuff to sell you, but their other dialog options depend on whether you've completed the quest Civil Cooperation? and/or started the quest Civil Engineering.
Point 3
Nothing here at all.
This quest is completed upon visiting all 3 locations.
