You can get this quest from Ataro Baatar after bringing Todd Jaeger and Co to your colony. Ask him, what's going on, and he will send you over to Pleiades.

Get near Pleiades Zheng, and the quest will finish automatically. Talk to Pleiades to get the next quest, Outbreak!. Allen will have another quest for you too.
Aftermath[ | ]
Lao Lei and 
Moric Gahn will now have Advanced GRV Infection. 
Vera Novikova will be the new GRV victim with advanced stage as well.
