You get this quest by talking to Ataro Baatar after finishing Down We Go.

Lead the group back to the Earth Camp. (You can use fast travel, it costs 20
from the Stuck Ship.) On the way the NPCs will discuss the landing and the intelligent inhabitants of Maria.
When you arrive to the Earth Camp, the mission will be finished, and Ataro will give you some scripts and a quick lesson on building a settlement. As soon as he has finished, the quest Set Up a BaseCamp will be started automatically, and you get some more scripts.
Agnes Copperfield has returned in the meantime, so you can meet her now. Adisa Mostafa, Lao Lei and Nan Yang have also relocated from Adisa Camp, they have no new dialog options, though.
You can ask the the Random NPCs you just rescued how they are, and have a friendly chat with Agnes Copperfield, Ataro Baatar, Moric Gahn and Vera Novikova.
Ask Agnes Copperfield what her name was to get the Species Wiki app installed. This is a nice growing database of the different animal species of Maria.
From Ataro Baatar you can get the mission Heading Out West!.
Asking Moric Gahn about Hitomi will start the quest Where's Hitomi?.
Agnes Copperfield can give you the side quest The Monster in the Lake.
