After you give blood samples to Pleiades Zheng, Todd Jaeger will approach you during the dialogue and tell you that one of the colonists passed away. The quest will start automatically.

You have to give the casualties a proper burial. There's two of them, in fact, but you only need to bury one Ash Box for the quest. To do it, place the Ash Box on the ground and cover it with some material via Build Mode.
You will find the ash boxes within white round bubbles called Item Boxes, one of them Vera's and the other one of the Random NPC that's just died. Any equipment you have placed on the non-VIP will be there too. Technically, any Ash Box will do, not just those. You can pick up and place back any Ash Box you have already buried.

Once you are done with the burial, Rol will come to your base and approach you with a dialogue leading to the next quest.
