You can get this quest by talking to Nan Yang at the Player Colony after the quest Calling Home.
Nan Yang asks for your help in setting up the communications array.

If Nan is still at the Earth Camp, he will tell you that he needs to have a look at the Player Colony first to see how to set up the communications array, so invite him, and talk to him there.
At the Player Colony he will give you the 
Base, 
Computer, 
Transmitter and 
Emitter for the Communications Array. You will have to place the Communications Array Base somewhere in the world, the location doesn't seem to matter as of Beta 0.6. Once you have placed it, the quest will be finished, and Calling Home (Part 3) will start automatically.
