You can get this quest by talking to Ataro Baatar after finishing the quest Civil Cooperation? (Part 3).
Ataro likes the idea of trade between the colonies and gives you the 
Trade Post Script so you can build one.

Build the Trade Post. As soon as this is complete, the quest will be finished.
Consequences[ | ]
- Every Trader NPC will switch from Meat to Mari.
- Fast travel will also cost Mari from this point on.
- Selling prices remain the same, but buying prices will be quadrupled, that is, every trader NPC will charge you x4 (four times) as much for everything.
