You receive this quest from Vera Novikova immediately after the Making Fertilizer quest is finished.
Vera now wants you to do a planting test, for which you first need some fertilized fields. To accomplish this, she hands you another 
Fertilizer Sprayer.

Replicate the 15 units of 
Fertilizer Pallet, then equip the Fertilizer Sprayer Vera just gave you and fertilize some land. It is not necessary to flatten the ground with a shovel first, but you can do it, of course.
Once you are finished, go talk to Vera Novikova to complete the quest, get the seeds and the next quest: Food Growth.
