Michael Wiles will give you a script for Energy Shovel. Craft it, or use any other digging tool. Dig in the marked location until you reveal the quest object (it will have an exclamation mark above). The object appears below the water level, thus harder to spot. Activate it with right-click. Michael will then speak to you, and the quest will be over, starting the next one.
Aftermath[ | ]
Once the quest is completed, Ataro Baatar will die.
