You can get this quest by talking to Ataro Baatar after finishing Back to camp (Earth Camp).
Ataro gives you some directions where to start investigating the interference, and he also gives you a 
Glider, 
Glider Script, a 
Parachute and Parachute Script, which will come in handy in the mountains.

Go to the marked location. A land vehicle won't do you much good, but building a helicopter could be a big help, or simply go on foot and use the Glider when the terrain allows it. A 
Jet Pack is also a good investment. Once you reach the destination, the quest is finished, and you can talk to Rol Olympus to start the Interference Rod quest.
